 Underlying assumptions for 2021

We enter the year 2021 with myriad challenges facing the country and a new administration leading the executive branch.  It is important to consider the framing assumptions:

  1. The COVID-19 Pandemic will remain a significant influence over all aspects of daily life, continuing to increase the importance of information technology, remote interaction and digital experiences.

  2. The top-line budget numbers for many of the executive agencies will stay mostly flat, if not decreasing slightly.  This will make it more important to find efficient and effective uses of taxpayer funds.

  3. The loss of hundreds of thousands of small businesses due to the COVID-19 pandemic will drive policies favoring the growth of small businesses throughout the country.

  4. The global technology race will continue, which will drive policies that can increase the rate of progress in critical technology areas such as AI, Space, biotech, and autonomy.

There will continue to be an emphasis of policies focused on increasing opportunities for technological R&D in underserved demographic and geographic communities.
